Funded by the Green Climate Fund (GCF) and supported by the Bhutan Trust Fund for Environmental Conservation (BTF), the Climate Adaptation, Resilience and Engagement in Local Governance (CARE-LG) Project, implemented through the Project Management Unit (PMU), that is, the Department of Planning, Budget, & Performance under the Ministry of Finance, Royal Government of Bhutan, is strengthening local governance systems and building capacity to deliver climate-resilient development across Bhutan.

During the Finance Officers’ Workshop (13β17 July, Tsirang), Finance Officers from Dzongkhags and Thromdes enhanced their knowledge of the Performance-Based Grant Mechanism (PBGM), with sessions on grant implementation, budget utilization, monitoring, and performance reporting to support effective climate resilience investments.

On 7 July, a virtual orientation brought together 97 participants from 60 Gewogs to strengthen understanding of environmental, social, and gender safeguards before sub-project implementation. The session covered ESS screening, gender equality and social inclusion, mitigation measures, and the CARE-LG Grievance Redress Mechanism (GRM), helping ensure climate adaptation activities are implemented responsibly, transparently, and with communities at the center.
